Call on UN Human Rights Council and UN Secretary General to address issue Concurrent with the execution of four Iranians in Saudi Arabia, and despite warnings by human rights activists and institutions, four Ahwazi Arab prisoners—Taha Heidarian, Abdolrahman Heidarian, Abbas Heidarian, and Ali Sharifi—were secretly executed by Iranian authorities on June 17, 2012. The prisoners—three of them brothers—were arrested following civil unrest and protests in April 2011 in Ahwaz (Capital of the southwestern Iranian province of Khuzestan). According to reliable reports, the Heidarian brothers and Ali Sharifi were charged and convicted of “moharebeh” (waging war against God) giving confessions under torture. They were denied fair trials or any other legal proceedings, and their most basic rights as political prisoners were violated. Furthermore, their bodies were not returned to their families and civil protests in objection to their executions were suppressed. Many Arab prisoners are held in security detention centers in the province of Khuzestan or in prisons across Iran. There is particular concern surrounding the unclear statuses of the other Ahwazi Arab political prisoners who share the same case file as the Heidarian brothers and Ali Sharifi. The death penalty in Iran—particularly executions carried out in public—are used as a tool to spread fear in society and promote a culture of violence among the population. Often times, victims of execution belong to the most vulnerable groups in Iranian society. Ethnic and religious minorities are marginalized through systematic discrimination and are particularly targeted by Iranian authorities. The right to life is the most fundamental human right. The denial of this right makes it impossible to uphold any other human right. We, the undersigned, condemn the execution of the four Ahwazi Arab political prisoners and urge human rights defenders and organizations to reflect the voices of those on death row in Iran and act immediately to save their lives. We welcome the recent joint statement by the UN Special Rapporteurs condemning the executions and urge the United Nation’s Human Rights Council to react to these executions by issuing a statement. We also urge UN General Secretary Ban Ki Moon to give urgent attention to the issue of the arbitrary executions in Iran. همزمان با اعدام چهار ایرانی در عربستان سعودی و علیرغم هشدارهای نهادها و فعالان حقوق بشر، چهار شهروند عرب اهوازی به نام های طە حیدریان، عباس حیدریان، عبدالرحمان حیدریان و علی شریفی در بی خبری کامل و بطور مخفیانە توسط حکومت ایران اعدام شدند. اعدام شدگان که سه تن آنها برادر هستند بعد از نا آرامی ها و اعتراض های مدنی فروردین ١٣٩٠ دستگیر شدە بودند. بر اساس گزارشهای موثق هر چهار تن در زیر شکنجه وادار به اعتراف و سپس متهم بە محاربە باخدا شدەاند. این زندانیان از روند دادرسی قانونی و دادگاه عادلانە برخوردار نبودە و اساسی ترین حقوق آنان به عنوان زندانی سیاسی نقض شدە است. پیکر اعدام شدگان تحویل خانوادەهاي آنان نشدە و اعتراض های مدنی نسبت بە این اعدام ها سرکوب شدە است. هم اینک شمار فراوانی از زندانیان عرب اهوازی در بازداشتگاەهای امنیتی استان، یا در سایر زندان های مختلف ایران به سر می برند. همچنین وضعیت هم پروندەای های این چهار زندانی عرب اعدام شدە، ناروشن و جای نگرانی است. شمار فراوان اعدام ها کە بخشی از آنها در ملاعام انجام می گیرد، بە ابزاری برای هراس افکنی و ایجاد وحشت در جامعە بودە و باعث ترویج فرهنگ خشونت در میان مردم است. قربانیان اعدام اغلب بی دفاع ترین گروەهای اجتماعی هستند. در این میان گروەهای اتنیکی و اقلیتهای مذهبی کە براثر تبعیض سیستماتیک بە حاشیە راندە شدەاند، آماج بی قانونیهای مضاعف حکومت قرار می گیرند. حق حیات اساسی ترین حق انسانهاست و با سلب آن دیگر جایی برای طرح هیچ نوع حقوق انسانی باقی نمی ماند.
ما امضا کنندگان این بیانیە با محکوم کردن اعدام چهار زندانی سیاسی عرب اهوازی از همە نهادها و شخصیتهای حقوق بشری می خواهیم کە صدا و خواست محکومین بە اعدام در ایران را منعکس نمایند و برای نجات جانهای فراوانی کە در صف مرگ هستند بطور عاجل اقدام کنند. ما همچنین ضمن استقبال از بیانیەی مشترک گزارشگرن ویژە در محکومیت این اعدامها، از شورای حقوق بشر درخواست می کنیم تا با صدور قطعنامەای بە این اعدامها واکنش لازم نشان دادە، و از دبیرکل سازمان ملل می خواهیم تا برای رسیدگی بە اعدامهای خودسرانە و فراقانونی اقدام فوری نماید.
